Such websites block some IP addresses for reasons best known to the website administrator. Hence, if your IP address is among the blocked IP addresses, you will not be able to access such website.
More so, in some offices, schools and countries, some sites specially social networking websites like MySpace and facebook are often blocked.
You can now access such websites and even prevent them from keeping record of your identity if you use any of the methods below:

FoxyProxy is a small add-on for Firefox that allows users to access blocked sites. SwitchProxy or AutoProxy. are similar add-ons that can be used to access such blocked websites too.
3. Web proxies
There are many free online services that allow you to access blocked websites through a proxy server. You can easily safeguard your identity online by using an anonymizer or an anonymous proxy. There are literally thousands of anonymous proxy servers out there. Like; Ninjacloak, Proxy.org, HideMyAss.com,Vtunnel.com, Anonymouse.org. 4. VPN connections
A VPN (Virtual Private Network) is like a tunnel over the public network. VPNs use advanced encryption and allow you to access all applications (mail, chat, browser etc) in complete anonymity and not only the web sites, hence more secure than web proxies. The most known free VPN are, UltraVPN and ProXPN.
