The answer to your question regarding being able to pay for items online from international companies/websites with your payoneer card is YES. You can pay for any goods online using your payoneer card as long as the website allows payments from prepaid cards and that their denomination (dollar, pounds, euro) matches the one on your payoneer card.
As for funding of payoneer accounts, you can get your account funded through payoneer exchangers. I do exchange for people from my blog here. But i however, only buy but dont sell. Apart from exchangers, you can also get your account funded by friends/individuals with payoneer funds that are willing to send to your account in exchange for naira.
